Is Fallout 3/New Vegas Region Locked ?!

so i have some items i can trade the game for, i see people selling it for cheaper than steam price
so is the game locked or not :) ?

any help would be good :D

inb4 people saying i am cheap for 2.4$ on steam, those equal 25 of my currency :D
so i have to ask
