What you need is an extra table with a UserId/CommentId key and a Vote shortint field. Unless you want people to be able to up/downvote the same comment more than once.

I'd also add that after reaching a certain threshold of downvotes, the comment gets hidden/spoilered/deleted.

No, because I once suggested the same thing when SGv2 was still in beta and some users pointed out some very good arguments on why this would be a bad idea.
- Upvote whores. Users posting crap like on Youtube to get upvotes.
- Relevant posts being overlooked. So, while all the crappy trollish posts get upvoted, posts that are relevant to the discussion will be overlooked.

Nope. Don't want people coming in my giveaways and putting a +1 or -1 on people commenting or get into a war/race in the forums. I can understand for a site like StackOverflow (mainly for the professional topics) but here? Nope.

I really don't like reddit (not that it's entirely bad), in part due to it's comment vote system, it marginalizes anyone who has a differing opinion from the norm and I personally think it's conducive to groupthink. and like others have pointed out, it leads to upvote whoring, just take a look at imgur comments, although top comments are usually funny, sometimes it feels like that's the only objective of most imgur users whether posting pictures or comments is to just get as many upvotes as they can (I see it on reddit too despite how little I frequent reddit)
