I assume actually the system only care to remove the entries from the giveaways that are still running. (which make a lot of sens and is the most important)
And if there is no reroll it works fine.
I suppose the odd of having a late winning through a reroll for a game/dlc you would won inbetween in another giveaway are not very high ( happened only once to me in more than 27k giveaway pariticipations ^_^ but yeh it can happen. So would be nice if the system could check to avoid that).

seems I won again a DLC I previously won due to a reroll.

Could it be possible prior running a reroll to check the participants to remove anyone who would have won (or buy) it inbetween entering the giveaway ?
I know for DLC SG has problem detecting the ownership on steam, but at least it should be able to check my prior won on SG.
