Winner not from the giveaway region

So one of my giveaway just end. The giveaway was region lock to SEA but when i check the winner steam profile he was from Korea, not SEA. Should i ask for a reroll ?

maybe he can activate it and has another flag on his profile?

You can change your steam profile flag to any country you like, so it doesn't mean he's from Korea.
