There is a way to activate but it against the rules and definitely not a subject to talk about here, doing it though may result in blocking your steam accout, better give it away to someone from ru/cis or trade it away for something else, also, you shouldn`t be buing region locked games

Yeah, there is a legal way. Buy a ticket to Russia, travel there, log into steam there and activate all those gifts. Just don't forget to save the tickets in case if steam "support" will ask you if you used proxies.

Can you quote any kind of steam rules regarding this? Whole point of steam is to get quick access to your games wherever you are. As long as you will be able to proof you were travelling and not using proxies (which is forbidden by SSA), you'll be fine.

Steam does not save any chat logs. And in trade history it's unclear whether you willingly bought region locked version or it you weren't aware it was region locked. OP pretty much dodged a bullet when got his refund.

That's a bullshit. Steam "Support" won't do jackshit in this situation. Here's an automated reply you get on submitting any "support" ticket in "report scams" section:
If you have been scammed, Steam Support will not restore any items/gifts that have been traded. It is your responsibility to ensure you are receiving the correct items/gifts at the time of accepting the trade.

i never heard of anyone that got banned for it and i registered lots (LOTS) of games using a vpn on customer clients when i sold gus/ru keys
