I have come across this only in relation to how the second winner, the previous winner, refused to win. But in that situation, he was already the owner of the game, which, due to restrictions, was not displayed correctly for him and he accidentally entered the giveaway.
If there is a desire, you can compensate for a free and unnecessary key. I wouldn't buy another game specifically for this.If I were in the winner's place in such a situation, then I would simply refuse to win in favor of another, which I would notify in the comments

You can only reroll or delete with the approval of the winner. Otherwise you would have to either gift them the game some other way (getting a key from somewhere else or gifting it on steam) or accept the not-accepted. This, of course, is as long as the user's steam account and sg account are in the same region (if they changed it to enter more giveaways or something that would be for support to deal with but that would be very hard to prove).

This is the first time there has been a problem with a key that I had a giveaway for.
Having region locks prevent US to EU key activations is pretty rare, good idea to keep tabs on the bundle discussion thread for a few days at least when they drop just to catch region restrictions.
Shotgun King and I think Outer Worlds are also heavily restricted.
this region lock bit me when trading mine, fortunately caught it before revealing or sending my key.

So I made a giveaway for Ozymandias: Bronze Age Empire Sim from Humble Bundle, but the winner said that the key is region locked. I know that Humble does sell region locked keys but I don't see where it says that its region locked on their store page. How would I fix this? If I go this route, how would you go about buying a game they won for the winner in a different country and what would happen to the old key?
