[Another Level 3 Train Crash!] More CV balancing & Level 5 celebration

I had a decent first round of CV balancing and now that everyone has their gifts it is time for the next batch of mostly sometimes usually unbundled giveaways. The rules are simple, level 3+ with no multiple wins and no non-activations.
