So, here's the story

I purchased this game along with the sequel on March 3rd, and so right after I bought it, by Bot automatically do her job
but when I want to download it yesterday, it shows "This game is not available in your territory"
I tried to check my License and Product Key activations it's shows "FINAL FANTASY XIII-2 (JAPAN/ASIA)", and I tried to check my Store Region and it's still "Indonesia" (check 1st Pic attached)

After some ticket sent to Steam Support they asking me whether I'm using VPN or not when I tried to install it, and of course I answer No to them with some pic that shows My IP and such (2nd Pic as Ref, don't worry, most of Indonesia's IP is Dynamic)
after some more time of waiting they answer with this (refer to the third pic attached)

I realized they mentioning I logged in from US when I create the ticket, which means there's some relation with ASF about this, because my VPS for ASF is placed in Miami

is there any relation between I can't download the game from Asia with ASF logged in from USA?

I never had the issue so can't help it.But if you couldn't find the solution within a week I suggest you to refund the game.

ASF logs into your steam account, so it would generally be a real bad idea to run ASF on a VPS that's in a different region from you. Even if it did not directly cause this issue it's going to throw up red flags constantly at Valve and they won't always be this nice...

Process the refund, stop using any service that logs into steam from outside your country, and then if you want the game buy it legitimately in a few weeks/months.

They say right in the response that they will process the refund for you. They might change their mind but at the very least you can reply with "yes please, I will gladly take that refund you offered" and hope for the best.

Just don't say anything else to them because you really don't want them to look into things harder than they have.

Close ASF, restart steam then try installing the game again.

-Shut down my VPS
-Reinstalling Steam (I've never clean it up, so doing 2 things at once)

still doesn't work
seems like it it's not synced yet, I'll try tomorrow

I think it takes a while for the region info to get switched, like a week or 2.

Maybe you have to update your store to your country or trying not using asf and run steam normally.

JAPAN/ASIA includes Indonesia https://steamdb.info/sub/41110/info/ , so yes, this is probably ASF-related. It seems like you already did all necessary - shutted down ASF temporarily and re-logined from your PC. Just wait a little more I believe, and re-login once more before trying again.

Definitely, you can't just assume that you can run VPS anywhere in the world and get away with it - it's using exactly the same method of authentication like original Steam client, and there is no any "hiding" involved which would somehow entirely ignore that. I recommend buying a VPS in your country instead, or at least in the matching region, so you'll be free of this issue. I'm running ASF on my dedicated server in France while being from Poland and I have no issues with it, but then again, both regions are more or less the same.

Of course in perfect world it should be entirely irrelevant what ASF is doing and what your original Steam client is doing, with no information interchanged between those two, but keep in mind that while Steam network does work with multiple sessions just fine, they still assume that it's one person using all of them, so naturally you can "drift" to other region over time if your session is established mostly from that place.

At the same time it's not permanent and you can drift back by just stopping using affected connection, so there is nothing to worry about. Permanent change is only available in Steam store.
