Try to add him to steam friendlist, maybe he got the email in spam.

1 week to respond I believe. Then re-roll. Also check his account to see if he redeemed and just didn't mark as received.

Some people don't touch their computers everyday or even more than a few days a week, I waited a week for a guy that won my giveaway to get online. He thanked me for actually waiting instead of just doing a new one.

Next time add the winner on Steam as friend and send the key for him in private message there.
