Some support mentioned it a while ago when I was browsing the forum (well, back then on SGv1). You need to have a pool of at least 4 extra entries in order to get CV, or else it will become a way to cheat.
For example, a group of 5 friends buy 1 copy of a games for each of them, then ask another friend to create a private 5-copy giveaway of said game, and they enter it. When the giveaway end, they activate their respective keys. The GA creator spends nothing, giveaway nothing, but earns all the CV. They can do it again and again and circle around until they all get Lv10.

you need 5 entries. Whitelist giveaways allow you to be as selective as you want.

you could give the "good games" to friends like you said you would still feel good for giving and you would know it went to someone you want.

You can always use SGTools to set your very own rules and requirements to enter your giveaways.

IDK... sometime I really wish Steam-gifts allowed you to be more selective with your giveaways, I sometimes feel bad for giving away a good game that either I or a fiend could had, winner is already stocked on games, and really don't care. It makes me feel awful for giving which is not good!
One question, would private giveaways increase my contributor amount? That would allow me to be more selective, mostly I want to gift to people who would really struggle to get games, that would actually appreciate it.
