It's possible to get fake +rep there? because on probably tried to scam me, he had 221 +rep and 0 -rep, but his inventory was empty and only 1 game in his account.

it's called impersonation, it wasn't the real guy with 221 rep, You probably just followed the link he gave you which was link to someone else's profile (=profile he tried to impersonate)

Most likely this. Click the link they gave you for the person who had 221 rep, then verify if it's actually them by clicking "View Steam Profile" from their profile on SteamGifts. If it doesn't link to the guy with one game, then he's an impersonator~

allways check the profile attached to the rep and make sure its the same account your talking to.

I thought that scenario thinking that you have clicked the right links and checked that the empty account is the one with the +221 rep. But I saw that you new here so now I'm guessing what others guessing, which is that you clicked the link he sent you and then you didn't click the "Steam Profile" link from the ST page. So it most likely and impersonator as others said.

You're wrong, there is nothing in ToS against multiple accounts ;) However, impersonation is againts ToS.
I recommend actually reading it since you agreed with it when registering on Steam. ;)

When they feel they might get caught they just disappear, it's always good to delay the trade a bit, they always want things as fast as possible so they can leave without trace.

When someone adds you for a trade, make sure to check their profile here, and follow the link from it to their steam profile. It's very easy to pretend to be someone else, by changing your name & avatar, but each steam profile is unique, so if you for an example don't see yourself on his/her friends list, then you are probably dealing with an impersonator.
