The shortest 100% completion is Shan gui. I did that game in 2 minutes 100 percent completed. I just held space and did some easy stuff and boom got all achievements.

Took me 11 minutes to get all the achievements in The Collider.
Incredipede is definitely the fastest though. You can get all 6 achievements in under 60 seconds.

It was looking interesting, someone was offering a 90% off coupon for a song so I got it and bought the game for as little as 30 cents.
After 13 minutes of playing I realized I completed the game. All achievements unlocked. Wow, that's definitely the shortest paid game ever.
