Depends, I remember an article about some scientists who made it almost as good a conductor as metal... but yeah, normally plastic isn't the best choice for conductivity.

It isn't conductive. o.O o.O o.O But it can be affected by static electricity. There are examples everywhere outside (like, if you rub your hand on a plastic thing, you may feel the static electricity).

Typical plastics do tend to pick up static electricity. Why do you ask?

Practically every ground isolated material can hold some charge.
For plastic, google the Triboelectric effect.

Maybe you should take an English course to help your writing.
