Check your HDD for broken sectors. I had that problem with an older external HDD and had to replace it.

I'm trying to download a game onto my external HDD, and the download constantly freezes as it progresses, around 7%, and when I restart it, the download tries to start from scratch. Any suggestions?
Edit: I figured it out; my media player decided that playing music should hog the entire drive access, and didn't play nice with Steam. Restarting the program fixed it.
