I already have the three chapters from last year's similar promotion, so can't check it. But I think this is the yearly Microsoft <3 LGBTQ game.

On a family account i first saw 0 euro instead of the original price as you would add a free game, but then when i logged in, it just says PLAY GAME, more like it was free to play.
Also they changed the title because before it said Tell me Why chapter 1, and now it's Tell me Why.

I grabbed it when it was free last year. Maybe I just like cold looking landscapes, but the environment in the game is so pretty and I was vibing so hard with it. I think it's a nice little game to play if you enjoy storybased slice-of-life games.

I was sad last time it was free because I had already bought it and they didnt let me refund because it was too long ago. Now I have already finished the game and luckily dont care anymore :)

Being a pro-Transgender game, it appears to be blocked on the Algerian storefront entirely (if the store page isn't loading for you for a game at all, and it's not a game that's removed from Steam, then that sort of censorship-based exclusion is typically the reason why that situation occurs).
Thereby- considering the limited timeframe available and the time-based restrictions related to changing your associated Steam region- there's likely no way to activate the game on Steam without creating or already having a second, VPN-based account on hand.
In short, yeah, best to give up on activating it on Steam. Luckily, you did manage to get it on xbox. :)

Looking at the available listings, and giving some consideration to previous discussions on related topics, here's my conclusion as to what's happening:
While the promotional package in question (730490) is listed as being available through the storefront, the store page for the game is being blocked by the region itself. Thus, there's no reason to add region restrictions, as any requests to the store page from that region will be denied (including, as I understand it, any license claim or cart placement requests).
To frame that a bit more clearly, this is similar to how the German store page for Wolfenstein: New Order [288570] pulls up for Germany, while other regions pull up the store page for the international version [201810]. However, in this case, there's simply not any alternative store page that's pulled up for the affected region. Similar to Tell Me Why's circumstances, these listings also never had region restrictions in place, instead utilizing the "no cross-region gifting or trading" function to block access to alternate versions. "No Cost" formatted licenses can't be traded or gifted to begin with, which should be why we don't see similar configurations in place for Tell Me Why's promotional licenses.
While the non-free version of the game is also on the storefront, it's configured so that it can also be sold as a CD key; This is likely why it does have the region restrictions visibly associated, as it's my understanding that keys wouln't be affected by any storefront restrictions due to their activation process bypassing store page configurations entirely.
