steamDB is your best.
you can use what all countries the retailer says... but it will likely be stricter than reality
some games are easier to tell which package it will be than others since there is less of them.

Go to the SteamDB entry for the game and open the Packages list on the left.
You'll see a bunch of entries, these are the methods of activating the game. Click the number next to any of them and it will tell you what regions are banned or allowed.
To figure out what key you have in the first place, it will be the Package that has "CD Key" or "Store or CD Key" as the billing type, and your region is not in the banned list. Sometimes there will be more than one, in that case you can't really know for sure, but going with the more restricted key is the safer option.

I learned the hard way that even when buying a global key of a game, it still doesn't apply to some countries. One winner for my HL Giveaway was from Russia, unfortunately due to war time sanctions some publishers won't allow residents of Russia and Belarus to activate codes of their games. With the huge list of countries to select when starting a giveaway, and considering I own a Global Key (Not so global, after all...) how can I know for sure which countries my key cannot be activated? Is there a website to check this information?
