No. RUS/CIS/SEA/South America are all region restricted and if you tried to play it while in the US you wouldn't be able to redeem it. As for playing it in the states if you have redeemed it or bought it from another region it depends. Square Enix does a Regional Play Lock meaning you can only play the game in the country it was bought and redeemed in.
