Those were the only two Spring Events Valve has had thus far. [Not sure where PCGamer got their info from (given that they both state a lack of a 2019 iteration and imply events preceding 2018, neither of which is accurate), but a quick Google search will confirm the matter.]
Note also that the Spring Events haven't been presented as Sales, as they're designed to promote playing games rather than purchasing them. So if the anticipation is for discounts, it's best to hold that until the Summer Sale, as neither publishers nor Valve seem to put any emphasis on that for the Spring Event [which, notably, is referred to as an Event, rather than a Sale, as all major sales events are].

They may not have one. They didn't have one last year.
I'm sure Humble Bundle's spring sale is coming up very soon though. Last year it was May 9th, so I expect it to happen within the next week. If Steam skip the spring sale again, their next sale will probably be the summer sale in June.

Every year we're having the same question...
Steam doesn't hold spring sales. There was a spring cleaning event once, which wasn't exactly a sale, but other than that, no. Summer sale is the next big one.
