Frozen Synapse Prime - Region Locked...but for which country?

Good morning!
I'm hoping on some help from a kind soul passing by, during this hot sunday morning, that could help me solve a little "problem":
Whilst activating some old bundle's keys, I received an extra copy of the game Frozen Synapse Prime.
And, till here, no problem!

Now, seeing that I don't need this extra copy(I don't know anyone of my friend that would like to own it or still miss it), I would like to gift it away with a giveaway, but, when I checked it on my Inventory, I discovered that is Region Locked:

Unfortunatly, it doesn't report for which region it is locked; I tried to check his page on the shop, http://store.steampowered.com/app/328600/ , but even there it's not reported(abitualy, there would be a message like "Warning: this game is not available for the following country..." followed by which country was forbidden to activate it, but this time it does not appear; I've even tried to check it on Incognito or simply by loggin out. I also tried to use a VPN, Cyberghost, to make me look from another country, but nothing changed).

So, the question is, how do I discover for which region it's not possible to activate the game, so that I can make the giveaway with the right restriction or at least correctly warning the user on the description of the giveaway?

Typically, extra copies are locked to the region where it was activated. So, YOUR region.

Also I believe if you go to gift it, you will see the countries it is locked in but I am not positive on that one. I blame the beer.

I tried to send it to my dad's account, but it didn't show any particular information about a possible region lock; maybe, because we live in the same country and it would show up only if I were to try to gift it to someone outside of my country?

So, Italy(or Europe...it would be locked to the single country or to a group of countries of the same geopolitical area?)? Is there any way to double check it and make it sure?

The regions in which a game can be locked when gifting (since December) are as seen here.

There is still a problem: Italy is part of the Euros(Tier 1 or Tier 2; I think the second, seeing as IsThereAnyDeal identify me, but I'm not sure), so there should be no restriction and I should be able to gift to anyone or am I wrong? So, why it is showing this kind of warning on the gift description?

Its not locked for anywhere tho . Its just some stupid steam thing ...

I had the same issue with couple gifts ... and they ended up working fine for ppl outside the region i was suposed to be .

It may work...or not.
I would like to be sure, before making a giveaway...I would never like to send a gift to the winner, to then discover that he/she is unable to activate it...it happened once to me(for a bought one) and I can assure you that feeling was really horrible :( I don't want others to feel the same(even more, if they were lucky enough to win it, instead of buying it).

Do you think, if I were to contact the Steam support, they would confirm me if it is a bug or not?
