I see what you'z sayin', but "ban" and "suspension" are interchangeable words. A ban ≠ a permanent form of suspension - its' duration is arbitrary, as can a suspension be permanent in duration, too. The word "ban" just sounds harsher, as it's short and sonorous; it has impact.
Now, judging by the fact that he has 5 wins, no made GAs, and a very low comment ratio over 2 years' time on the site, it wouldn't surprise me if he were among the people on here who've never read the rules / F.A.Q., thus doesn't realise that all forms of begging are not tolerated, nor why that is so.

You don't need to "spam every shit" to have a decent entry / account age : comment ratio. And I wasn't attacking the fact that you haven't made a giveaway, that's fine. I was stating that all signs point to you being the kind of user who's never read the site rules - so, have you? Do you know that there's an F.A.Q., and have you read it? Because if so, you should have known that begging in any form isn't tolerated, joke or not.

So, it's harsh to hand out a 2 day suspension to someone who sees a thread like this, on a site meant for fair giveaways, with almost 600k users, and has the first thing that comes to their mind be "ah, let's flat-out ask to give me the game, instead"? Umm, no. The very leechyness of their thought process is bad enough to warrant a slap on the wrist. Also, as they're new here, those 2 days won't mean being unable to enter specific giveaways with low entries for groups they're in that they really want a shot at, or anything of that nature. The impact on this users' experience / usage of the site is small, and the reason for the slappage was valid.

Ask for a reroll and don't forget to mention his failure to redeem his previously won games. He will be suspended and support will reroll in favor of another user.

if they have won a game and its not on their account, thats grounds to request a reroll as far as im concerned.
but the mods being who they are, they may not grant you one (you seriously roll a dice when it comes to dealing with SG mods) - in which case if i were you, id probably just bite the bullet, not send the game, and accept the 'not delivered'... either way, no matter what, i wouldnt send this guy the game.

Not yet. :3 But months ago I reported a user that won a game from me but didn't redeem it (and still has not) and he's still on here entering giveaways. Sup with that? I don't really know what's supposed to happen.

He got suspended for a short period of time, and was then given back access to the site, he might or might not have understood the lesson and might or might not have followed the rules after his suspension. You're usually not informed of measures taken about the reported users.

I assume you can get permanently banned if you keep breaking the rules. I don't know much about the sanctions, I think there are no rules and mods choose for how long they will suspend users, depending on the gravity of the offense.

oic, thanks for letting me know. I feel sorta bad sending in tickets unless I need help with something. have a couple friends who work support for valve and they get flooded with tickets concerning every little thing, not to mention the death threats. I imagine it's about as bad for you guys since it's the same user base... so I try to leave you guys alone. :p

You can request a reroll if the winner has not activated previous wins. It's one of the options.
You should also make a 2nd ticket to report the account.

I have no idea what GA you are talking about but should re-roll it. I dislike people that don't take their reward; and hate those who make new GA with such gifts... I've won 1 GA in one year of SG - and it was a damn good one, in only 2 months of it - and in 1 year I've seen such a*les giving Free Codes and Gifts away... I really wanted a ban button...
I just had a break down, sorry... It doesn't have anything to do with your case... It's a different type of a**le, since seems to be a "bot"...

And I know someone, who is a Steam user for 9 years, a SG user for over 2 years, and owns 432 games. Only ~30 games have playtime, but not enough to playthrough a game.
And he still enters and wins regularly.

I´m Steam user for 9 years and many of my Games don´t have a Playtime @ all, cause Steam does not track this if you are offline, steam did not track this in the past, and steam also sometimes resets playtime to zero for no reason....so what.....

That sounds like me, except for the playtime on a few of my games. (I have something like 1500 hours in L4D2, alone.)
And I suppose "wins regularly" wouldn't apply to me, either.

My giveaway's winner has been a Steam user for 7 months, SG user for 5 months, and owns 73 games. All his/her games have no play time at all. It appears they haven't signed into Steam in 5 days, but I can see that they sign into SG daily. They've won 5 gifts, 2 of which have not been redeemed to that Steam account and were won 4 and 5 months ago. What the heck? Alternate account maybe? I guess I'm wondering if you guys think I can get a reroll since this user doesn't use their account and more importantly, didn't redeem games that they received... :B
EDIT: After taking another look, I see that the user in question created giveaways for the games they won and didn't redeem, but a moderator removed them!!!
