Jeah let them mark it as not received until the ticket is resolved
If your ticket is approved it doesn't matter what your previous winner gave as feedback, if it gets denied, you can give the key afterwards and the winner will have to change the feedback to "received".
I rarely do Level 0 giveaways. There are enough already.

I just got two done for 'game already owned' quite quickly, but I have a reroll ticket for 'lots and lots of unactivated wins' that has been open for a few days - I guess there is a shortage of folks with the authority to deal with those right now.

I'm not an expert on the system - but different people deal with different things. Certainly if somebody is going to get a lengthy suspension it gets kicked up the support chain and that seems to be where delays can happen.

I mean I'm no expert at this either, but you gave me a new insight that different support members may handle different things.
From what I can tell, yeah I have had some re-roll tickets created around the same time, but some of them got resolved quickly while the others remained pending until after several days. That being said, if the ticket is to be denied because the winner already served suspension, it should be resolved reasonably quickly, which in fact is not always true.

I haven't had to actually contact support for anything yet but it def seems like they're slow to respond from what I've heard others say
So I'd suggest just waiting and keeping the key for whoever gets chosen in the reroll
