Winner has created many GA with games revoked by Steam, and he's level 3 with only 2 keys confirmed by winners. Really suspicious.
I've created a level 2 giveaway to avoid leechers, and feel like this guy shouldn't have that level to begin with.
Should I request a new winner adducing innapropiate behavior? I kinda feel like he's cheating, but I don't know if it's enough to request it.

With games revoked by steam, do you mean games that are no longer being sold on steam? That is still allowed, nothing shady about that (some of us have leftover keys for old games no longer sold on steam).

You won't be granted a re-roll unless the person has actually broken some site rules (not activated wins being the prime one), and then only if the person has not already been punished that particular rules transgression in the past.

No, the guy made 7 GA were winners marked games as unreceived because Steam revoked them due payment issues, that's why I feel like the guy is cheating. Only 2 bundle games confirmed as recieived out of 9 GA created and he's level 3... not sure if he's breaking an specific rule, but that's shady.

Is it the same game? There was a massive key leak on some game a few months ago and a lot of keys were revoked. A lot of GA creators got burned as they stocked up on the cheap grey market keys en masse.

different games, all from the Star Wars bundle made two months ago, not sure if it belongs to the key leak you are mentioning. I guess I will send the key and blacklist him, because apparently he isn't breaking any rules, just having an unethical behaviour. Thank you guys.

Nah, the Star Wars Humble Bundle didn't have any issues, and it wasn't region-locked either.

What if he didn't buy the Stars Wars bundle himself? He might have traded the full bundle, and might not be his fault that it got revoke (although one can always provide the winners later with working keys to fix it, I think). Anyway, I believe that after a certain number of "not received" giveaways, he'll be suspended or banned.

Doesn't matter where it was sourced as far as the giveaway winners are concerned. It's the giveaway creator that's responsible for providing them with the keys.

If the guy has broken some rules you can ask for the reroll, I can confirm that you can and s/he will be suspended. If that person "pay his debt" in th past maybe you can't ask for a reroll.

that's probably not a valid reason to reroll, but you could try.
worst case you will have to wait a while to get a reply from support and have the reroll denied. and they will also hate you for wasting their time :3

imo this guy shouldnt be on steamgifts. But still, I dont think its not enough reason to ask for reroll. It will probably be denied.

report, and see what happens.
If you're denied, give the game and blacklist

From what the FAQ says, the only "punishment" that people who create fake giveaways get is a deletion of said giveaways. I doubt you can reroll but i guess it's worth the try.

I'm on a different situation but i have a doubt regarding rerolling as well. I hope you don't mind if i ask it here instead of creating a new thread.
If you add the key when you create the giveaway, when it ends does the key show up on their won list automatically or do you need to press the "sent" option? Winner was last seen online 3 minutes before the giveaway ended so I deleted it just in case.

Deleting giveaways loses slots, and you can run out of slots, locking you into the current level forever.

I didn't know that, thank you.

It can't hurt to submit a re-roll request and explain the situation.
The worst they'll do is deny it and call you names, publicly flog you, and steal a kidney
