I know you can use steamdb but not really sure how, sorry if it sounds like a stupid question.

Here's the process with Sid Meier’s Ace Patrol: Pacific Skies game as an example:

  1. Install the SteamDB userscript
  2. Go to the game's Store page
  3. Add /?cc=ru to the url to switch to the RU store
  4. Hover the mouse over the Add To Cart button and note the number that appears at the bottom of the browser "javascript:addtocart(33676)"
  5. Click the View on Steam Database button and click the Packages tab
  6. Find the package number that corresponds the number you saw earlier (33676)
  7. Look into the Additional Information section
  8. If you see the flag named onlyallowrunincountries with your country code not listed, then the game in question is region-restricted, as is the case with this game
  9. If you see the flag named AllowCrossRegionTradingAndGifting which is set to "No", then the game is restricted as well.

To switch back to your home country store, add /?cc=XX to the url, replacing XX with your country's two-letter code. (US, UK, FR, DE, SE, BR, etc)

As with any rule, there are certain exceptions to this particular method. Dishonored, for instance, is region-locked, despite not having the aforementioned flags in the database - the lock is applied by providing a separate AppID for the Russian version of the game. Any DLC you buy from your own store won't be compatible with the Russian version of the game, and vice versa - this caused headache for a whole bunch of people in the past. Always pay attention to the title of the package you are viewing in the database (Dishonored RHCP (RU) in our case indicates that this is a special version for Russia, Hungary, Czech Republic and Poland).

But exceptions like this are few and far between.
