They don't add games when they get put in a bundle, they add them when a game is released generally. If an old game is missing from the list, there's likely a reason for it.

Not necessarily "forever", Metro2033 has been added back to the list after about 2 years ;)

Could just give them out on the forum as well, don't need to make the giveaway.

They are marked as bundled, so no CV.

You could make a new topic, giving away the code but say 'comment here and in an hour or two or day or something, I'll give 1 lucky person the copy!'

Well, you can't. Blame the fact that the moment a game is temporarily free, a number of jerks ruin it for everyone by farming dozens of keys to trade / sell / otherwise profit from.
