Not so at all. Steam/Valve must adhere to the laws that are in effect where they are based (or rather where their servers are based).
E.g If they allow something that violates that location's, nation's or that state's law, they would usually be putting themselves at risk.
There are plenty of (hypothetical) scenarios where Steam would have to take responsibility, even if no one reported what was going on in their chat service.

And i kind of doubt you are. If some account is outputting excessive, rapid, one-way messages over extended time-periods, i'm conviced that at some point it would be noticed and looked into. Without anyone having reported it manually.
But i also doubt it could go on for very long, before you suddenly are not on anyone's friendslist..

just use a batch file and change status to online offline. that will spam them like crazy. Doing so over 1000 times will make you stay offline for about 30 seconds though. Apparently they don't like you d/c ing x 1000 in >1minute. But its fun and I can't see where they would ban you for that ever. Just say you had a bad connection :D.

I made a TamperMonkey script that adds a button to spam numbers 1-300 in steam browser chat. If i use this only among friends no bad intentions pls dont blacklist who don't report me, am I safe from a ban of any sort?
