The game Lilly and Sasha @ 99% will give you 15% CV right? But what happens if it is given away for free after a few weeks, will it lose its value?

Another question is that when giving a bundled gift from steam (L4D Bundle), how much CV will you get from it?

yes, you will get 15% of it^^
and it makes no matter, where you buy a game. if it was bundled in one shop, you will get only 15% for it^^

if you give it away after it was given away for free, you will get no value for it. if you give it away before, you will have your 15%

As long as your giveaway is made before the date the game is given away for free, then yes.
