SAINTS ROW 4 - which DLCs to switch off? (cheat dlcs etc.)

I played the GOTC edition and the only cheats I remember you had to enable manually in the menu. Maybe I missed something though as it was the first SR I had played.

none, unlike saints row 3, the dlcs are mostly outfits or weapons that do damage in different way

The most important to turn off is the bling bling pack, most of the others are just extra clothes you can get which can clutter up the menus so you might want to disable all of them too :p. I would recommend to not play enter the dominatrix dlc missions until you finish main story either, the intro cutscene for it kinda spoils the main story ending.

Enter the Dominatrix DLC
Executive Privilege Pack DLC
Element Of Destruction DLC

Only Executive Priviliedge has real cheats.
Explosive & Bling Bling packs can be overpowered early in the game, but it won't be long until you get completely overpowered without them anyway. (And bling comes in handy when you need to grind money to finish upgrading weapons etc.)
Enter the Dominatrix is story DLC, you can choose to just not start the missions until you feel ready.
