anyone having problems with activation? The key is available, but steam says I need the original game first

PS having two support tickets pending for 4 and 8 months in this site, is this normal?

Are there two keys listed? I got my copy from GMG today and there were two keys: one for the base game and one for the Harley Quinn thing. If you try to activate a DLC key before the base game, Steam lets you know. If you only had one key, you should try to contact Nuuvem support.
