Sorry but that sounds like a cop-out more than anything. If I can hit the refresh button or try to open a page, walk away & re-heat some coffee in the microwave for 2 minutes, then come back and it still hasn't loaded (as it did last week) -- then something is wrong with that picture.
Also, there have been plenty of times that it has happened during non-sale or normal periods on Steam.

There have been lots of changes made during the life of the site, from changes in hosting to changes in how the database handles information. These have mostly been done when the site has become slow due to increased traffic. None of that is relevant to the fact that it pulls a lot of assets from the Steam servers and when they're bogged down during sales, it carries over. The OP's post seems to indicate recent events, which would imply reference to the slowdown that was due to the sale.
