Some games arent tagged as DLCs, but there is a warn meesange that says you must own the base game. Its the case of Heroes of Might and Magic® V: Hammers of Fate

Then a few from people winning more than one of my Fortix giveaways at the same time.

5 rerolls - 4 didn't own the base game and 1 was because he obtained the game and forgot to remove his entry.

I've had to do it quite a bit, but I imagine not everyone checks for non-activations and regifting every time. I've had about 10 rerolls in the last month I believe and most were non-activated games and a few of those regifted.

Twice, both for not activating previous wins
one of them had like 30 wins and no activation, he got a permaban. that's ~29 wins no one checked the winner at all

Three of my winners in the alphabet topic all had past wins that weren't activated, though all over a year ago. Sent their keys but forever blacklisted as well. >:(

It doesn't matter how old it is, if they have never been suspended for it you can reroll (and they get their suspension)

I know, and it is misleading.

This only applies when the winner has already been suspended for their non activations. In that case, you can only reroll if one of these non activation happened during the last month.
However, if they have not been suspended for some of their non activated wins, you can get a reroll, no matter how old it is.

Yes I check with the tool (http://www.sgtools.tk/), then I manually check their Steam account for the wins the tool returns as not activated.
Don't worry about support, it doesn't take them long to check activation of wins and if the user has already been suspended before, and they're not crawling under tickets. It's the mods that are overwhelmed because of things like user reports or unsuspend requests, but these don't concern support.

it does specifically mention that people should check it, and that certain things will yield false positives (for the record, I have 14 games that it claims I have not activated, but anyone can go check my account to verify I have every single one of them activated on my account)

Because I'm almost certain that those people got caught for it already. Like I said, all were over a year ago, and they have all had wins activated since then so I assume they got busted and now follow the rules since then. Which means no reroll.

I asked a reroll for a gift I won once to the giver. Does that count? Sometimes a 'collection' and an 'extended edition' does not realize you have the game and dlc in account.

Lots. Last year especially when I had several giveaways running for Retro City Rampage, I got about 8 people winning multiple times. If I remember correctly one of them even needed a reroll after being selected as the rerolled winner.

It wasn't a big problem, just a little amusing.
