I want to transfer some steam wallet from one account to another. Would it be safe, for instance, to list an item for an expensive price on the receiving account, and then buy it from the sending account? Or, would steam consider that cheating / money laundering or something?

Alternately, does anyone know of a good approach for transferring the money? I would like to purchase a bundle for which one account has an item, but the other doesn't. I don't mind the 15% fee or whatever.

People do it all the time without any trouble, I wouldn't worry about that.

If you want to buy a bundle, just buy it as gift and gift it to the account you want it?!

You can't gift bundles that are completing the set.

If bundle is written in blue color with question mark you can't.
You can for "normal" bundle.

Use some DotA skin since you can specifically find the exact item you listed... Put the price as how much you want to transfer after the fees and that's it.
Since you don't mind the steam fees that's 1 way of doing it
