I highly doubt them to be fake. There's millions of people using steam, I think the amount of people that are logged in rarely dips below 3 million. Even if they gave 180 people the top 10 games of their wish lists, the chances of meeting one of them would still be incredibly slim.

Even if the Steam guys send you the emails exactly like the ones shown on the pic, it still looks pretty fake to me for 2 reasons. First, I see only 8 e-mails there, and for being eligible, you must had 10 games on your wishlist. Second reason, it may sound stupid, but shouldn't the last e-mail say The Elder Scrolls V: Skyrim instead of just Skyrim?
