SteamGameSales has a pretty healthy community, the requirements to enter in the giveaways were pretty low, and I even won a game previously. The limitations for entering in giveaways are coming up soon and I don't think it'll get too out of hand when registration goes public with those changes implemented.
I guess it'll come down to how many contributors exist compared to the entire userbase. If the site goes up to 10k+ users, and Steam Summer Sales hit, I don't think we'll see too many 500+ entries.

There are limited invite codes at this time. Because cg wanted to seed this community with the good folks. One of the first groups of people he contacted were the people from the playitforward subreddit, because of the quality of the character of those who had been participating.
Slow growth is better at this time, with those doing inviting only inviting those that they would be proud to have as a part of the community at this site.
