Wow! I´m starting to wonder if this is generosity or desperation.
The Paris level they gave away before (iirc also fully available in the "Demo") alone is worth 40+ hours of playtime.
I still get lost in it and have´nt even scratched the underlying mechanics going on, despite having "mastered" it by reaching level 20 through various challenges.
Sapienza which they seem to be giving away now is a real treat! I was actually overwhelmed when i first played it, and everything i said about Paris is also true for Sapienza.
Hitman is a fantastic game, it deserves all the praise! =)

The demo only includes ICA facility.
Sapienza is probably the best episode, but it's all the better for them - if it gets people hooked, they will buy other episodes, so the devs get more money after all, no?

It's simply business. Making people that wouldn't otherwise get it play it, maybe making them pick up the full game in the future, as well as making more fans of the game that can be interested in Season 2. It's a smart move.

I vote for desperation. But I appreciate it, Hitman is one of my favorite game franchise of all time, but I missed the last one for many reasons. I got the Episode 1 back in November, and now also Episode 2, so I guess I could easily complete the digital game by purchasing it on Steam in the future taking advantage of the episodes I already have. This also means that, since I must get a physical version of the game to add it to my collection, I could just get the GOTY and leave it sealed. ( ͡° ͜ʖ ͡°)

Go to the Store page and try to activate it. Your not forced to download it.

If you try to download it but then cancel the download in your client before it starts, the game will be added to your library.

The game is on my library (if you go to the games tab in my profile), but it's not actually on my library. I've restarted steam and no luck. Weird.

Free games (and software) are weird like that - they don't show up in the Library for me, so if I ever need to install it again, I have to search for it in the store. Annoying.

Free games can be bound to your library by either redeeming a key or buying DLC. It isn't working in this case as the free package is different than the one you'd get buying the DLC from the store (even though the content is the same). This is why free promo DLCs that aren't even available through the store also don't typically bind the game to your library.

Got it but was confused because my steam client was showing episode 2 activated on the same date as the free episode 1 DLC.

Check DLC section in your library. The episode should already be there despite the error.

Yep, if you had the first episode from before, the store page link wouldn't add the second one to your library. At least for me it didn't work with that method.

That error tends to happen especially when activating DLCs, after a Steam's update from a while ago introduced it.
I suspect it has something to do with the fact that the game is not installed when the DLC is being added to the library, but I had neither the time nor the curiosity to actually validate my assumption.

So, if I go to buy the GOTY edition, which includes all chapters, it only says I own Chapter 2. Shouldn't I have chapter 1 as well? I didn't activate it back when it was free for the first time, but isn't it supposed to be free this time again?
