You also have to activate the games you've won here on the exact same Steam account that you've registered on SteamGifts, otherwise you will be suspended. No giving won games to friends, family is allowed. Even activating it on your another account is breaking the rules

Im sorry, but have been drinking a little and still dont understand how you can ask that when it clearly says "Please remember, all games you receive need to be activated on your corresponding Steam account to remain in good standing. Users failing to do so will receive a suspension." on the winning page

Regifting, if caught and reported, can get you suspended. For how long depends on the offense. But regifting is generally frowned upon here. It does happen and it's not always caught. If I see one I report it. Not fair to those that didn't win and actually want the game.
Plus it can earn you a lot of blacklists from other users.
