I have two tickets at nearly five months. I think they deal with problems like yours sooner though. But I don't know for sure. I hope a mod gets to you soon to give a better answer.

Just a couple of info on the context:
1) Did you send the key through the SG system?
2) If 1) is true, do you see an eye next to the key, in your giveaway page?
3) Did you try to contact the winner (on Steam, via email, in one of his GAs?

2) At the page of the winner, before the key there is an eye icon, he means that one.
3) I think (but 100% sure how the rule is stated) the rules state that you need to try to contact the winner first, either through Steamgifts, trough Steam or through their mail and show proof of that with the ticket.

3) ozo2003 suggested to contact the user via old GAs, by doing so I noticed I'm not the first one in such situation and other users had to remind the person to activate their gifts as well. But hopefully it's going to be okay as the person activated said gifts.

If there's not the eye icon, he didn't reveal your key yet, so he didn't give it away to alt accounts. My bet: he's using a bot on SG, that's why he is "online", but doesn't react to wins and so on.
Thus, best way is contacting him directly on his Steam homepage, and wait for a feedback. He's probably not checking SG pretty often.

You can request for giveaway feedback on the type of ticket you send if they have seen the key as noted by the green eye icon next to the key. If after one week you have tried to contact them( via SG or steam or email) and still no response, then send a ticket asking for reroll and use imgur or other software to take a picture of you trying to contact them and the SG mods can reroll for you.

Some context: two weeks ago one of my GAs ended, I checked the winner's Steam profile, saw no problems with it and sent the key, pretty basic stuff, right?
One week later the key is still 'awaiting feedback', and on winner's profile the game itself is nowhere to be seen. But I've seen this person being online pretty constantly here on Steamgifts (even right now), so I started worrying that maybe they have other accounts or that they re-sent the key to other person. So I've sent a ticket to support requesting help.
It's been one week since then.
