just type
steam://install/1463120
where you would type comands like regedit cmd etc.

every free game/app can be installed that way.
you can also add free restricted DLC´s that way

you need to replace the numbers with the numbers of other apps of course ;)

I tried with another app https://steamdb.info/app/1147660/ but it's not working. It's seems college kings is not region lock, just NSFW feature lock from them so the command can work.
