It's not really a scam, is it? After all the people do get to play the game, right? And they know upfront what they're getting themselves into, everything's clearly described in their FAQ. Or maybe you meant they were scamming Valve and the AAA developers/publishers out of their greedy asses?

Not really because if you access to a Steam account from one computer it will log out from the other. So only one user can play at a time.
Not to mention that sharing the account and/or selling or renting it is against Steam TOS and will probably get you banned.

Last week I got some free popcorn packets from the supermarket, they had them discounted more than what they would cost. The leftover discount let me get some candy bars as well, added up with other things I was getting I ended up paying for around 60% of the cost of what I bought.

Oh Valve and greedy devs get what they deserve. Nobody would be looking to ebay for cheap ways to play if they weren't expected to pay 15 bucks on 10 year old games on sale.
I'm more concerned about people making cash on the library share feature who are going to ruin it for the rest of us like they screwed the trading cards and made Steam enforce ridiculous region locks.
