You supported devs, even if your country managers that work on deciding which is good or bad for society hate that game, your are not screwed, you are awesome.

Seriously, ignore my last comments if you don't like the stereo-typical silly Aussie phrases that aren't even necessarily commonly used nowadays if ever they were. I'm just dicking around. Credit for supporting the devs and they did say that you should pirate the game if it's blocked. You can go ahead and do that with a clear conscience, so that would be my reccomendation.

Chances are, you will end up getting an email from the developers telling you that they can not send you the game and that you will be refunded your money. Depending on the pre-order, they may send you other things that would have came with it, such as the soundtrack, but they will not be able to get you the game because of the ban there. So far, I've seen countless other Australians who have all said this has happened to them after finding a way to pre-order.

That only applies to the Collector's Edition though. There are plenty of...other avenues. Not to mention a bug that lets you buy directly from the Steam Store.
