You only have to pay the fee after 6 months when you bought it. Until then you can pay at steam and they won't come after 6 months and ask you for the fee. So as long as you're in the 6 months you won't have to worry about the fee. And steam pays 7% fees cuz of PSC which are free for you. So as long as you spend all money of the PSC, nothing will be lost.
I've used them alot and never had a problem at steam or other websites.

I think I may have actually partly answered my own question. :P I meant this fee mentioned here:
If you haven't used all of your credit within 12 months, Service Fee of [fee value here] a month will be deducted from your remaining balance from the thirteenth month on. This applies to each individual paysafecard PIN.
So if I'm at 0dosh, I'll still be okay?

I'm not at all familiar with them, but in the US we have gift cards like this, V/MC and they do the same thing, after a certain amount of time, they start collecting fees off your remaining balance.
At the end, the card is just 0.
I don't know if PaySafeCard is like a prepaid credit card or not, but if it is, then hopefully this answers your questions.

what 1 euro? never had anything to pay for a PSC but the cash which should be on there. so 10 € PSC = 10 PSC.

i think that's way more expensive. you have to pay for the card itself and you have to pay fee if you want to add cash to it

i don't see there a problem too with periodical usage. afaik PSC are sold in 10 €, 20 € and 50 €. i heard you can charge them with money as you like too, but don't know if thats true. if you buy a card which fits your needs of steam money, then spent it at once and problem solved.
PS: PSC can be splitted to any amount too

If you are going to only use PSC for Steam, just buy one and put all money on Steam. If your currency is same as Steam currency, it's easy. If it's not, you'll probably need to use Enchanced Steam to have custom value as long as it's over whatever-minimum-Steam-has-for-you - for example, in Poland minimum PSC I could buy to put it to steam wallet is 30 PLN, but that's around 7 euro, give or take some cents due to current exchange rates.
If you just buy PSC and add to Steam right, you'll never see any fees from PSC.

For reasons I don't want to share on a public forum, I still can't make online payments in my bank, but I still want to put some steambucks in my wallet. I heard PaySafeCard could be a good option for that, but I'm wondering about the periodical usage fees. Let's say you run out of funds and can't pay that fee, which should block your account. So either
a) it's blocked until you pay that fee, you don't get more fees until you pay that one
b) the same as the previous option, but your "debt" keeps rising
Are you completely fucked if the second part is true?
