It remains "mysterious" for 1 week (question mark pics), you can drop cards by crafting badges (instead of coupons iirc) but you can see what's on it only after the beginning of the sales.

Do you mean for any badges? you get 1 card, all the cards are for the Summer sale badge, not for other games.

Guys i know this is unrelated, but do you think Grand theft auto collection (the one with gta 4,3 san andreas) will go on some good sale in future ? I i'm looking for sale of it for long time but it seems that this year the lowest price in stores was between 13-15 euro, i got shop where can i buy it for 12,50. So what do you think, will it get on sale with better price than that or by waiting i'm just risking it will run out of stock there?

On Steam? Unlikely. It gets a 70% sale on Direct2Drive every 2-3 months though.

It always starts to drop some time before the sale itself, since Valve has enough server load shit going on that they don't need everyone trying to craft spam. It's ranged from two weeks before the sale (obviously a bit too late for that) to the Tuesday the week before the sale, which would be tomorrow. Some time between now and Thursday is definitely your best bet.

they becoming eventcards when sale starts. then you can craft eventbadges like "summersale baged".
these badges give xp to raise your steam level and have to maximum level (you can only craft badges for games 5 times)

Limited time, they drop when you craft a badge (instead of the usual coupon) and you can earn 2-3 a day through various activity that will be told during the sale (usually go through your discovery queue, at winter to do the voting)
