Steam's is mostly just bad at ever saying anything to you. At least they don't intentionally screw you over like some do.

Believe me, the frustration is much worse, when you wait a whole week for the most unhelpful response ever (sometimes doesn't even have anything to do with your question), and next week too, and so on until you close that ticket.

I felt less frustrated when I was scammed than when I tried to report the scammer. So yeah.

I felt much worse when Support scammed me than when I had to wait for them to answer me. I can't figure out why you are annoyed by Support ignoring you than by Support scamming you.

Because I was never scammed by support, so I don't have the sympathy to relate with it. All I know is that Steam Support really got on my nerves beyond words. And It's not like I'm belittling your feelings towards this whole issue, I'm just hating on Steam Support, So I'll obviously call it the worst thing ever, that's all.
