More accurately stated you may get suspended, at least if you draw too much attention to yourself, like by regifting a mass giveaway game, or making a thread to ask if you can regift. Then even if you do get suspended, it seems like they get to keep their CV, and come back later. I guess it's why they're listed as something that seems to have less of a rigidly authoritative name like "guidelines," rather than something more strict, like "rules."

I won a game of which the key was already used. I talked to the guy and he was a nice person, but didn't have another key. I decided to mark the gift as received anyway... and got a 5 day temp ban for not activating a won gift.

For those who like to keep their profiles private, it's worth pointing out that if you give away another copy of a game you've won it's a good idea to ensure that your profile is kept public while your giveaway is running so that people can see that you actually did activate the game you won.

We have to assume everything is legit here, I'm sure there was just a general lack of interest in the titles by his whitelist, can't blame them, those are titles that potentially could garner little to no interest in people.

From what I hear, a giveaway must have at least a certain number of entries for it to affect your CV, so those would be what looks like failed attempts to exploit CV gains at least.
