you can make a giveaway for same game but not for exact the game you won, you have to activate it,

You can't regift a game that you won here; you have to activate it on the account with which you won it. However, if you activated the game on your account, and then acquire a separate copy from a bundle or purchase that you made, then you are allowed to make a new giveaway for the same game that you previously won (you just can't regift the exact same key or gift copy that you had won).
