Restart Steam. Start up TF2, Portal2, or Spiral Knight and browse the items/store in game. If that doesn't work try rearranging items in your inventory if you have tabs or add a new Winter achievement.

Don't worry, it should appear. As long as you have the evidence that you got the game (usually I have this in emails and stuff) then you're okay.
All I did to fix my issue was:
After that my coal appeared in my inventory. If that didn't work then I opened up a trade with my friend in the Steam Chat and I saw my games listed under "Steam". It may take a while but it should appear eventually.

Hello guys!
I have a problem.
I bought a Section 8: Prejudice 4-pack a few months ago,two of these were sent, one is mine, and the fourth one was placed into my steam inventory.
So, the Winter Sale on Steam started yesterday (in my timezone) , Steam servers must have been heavily burdened, because I was unable to take a look into my inventory, and even when I did , it said I had 0 stuff.
Now, it's back, I am able to see my items, but there is only a Valve Coupon in my steam gift inventory, no Section 8. I checked all my trades, gifts, but I did not give it out.
I immediately contected Steam Support about this, but they have not responded yet.
Do you guys have any suggestion? Is this a bug or what?
