Fallout 3. Recently got it and I am liking it better than NV.
But if possible, get both.

If you're only going to buy Fallout 3 GOTY (all DLC, $5) or Fallout New Vegas without DLC ($5) get Fallout 3 GOTY.

If you're only going to buy Fallout 3 GOTY (all DLC, $5) or Fallout New Vegas Ultimate Edition (all DLC, $10) get Fallout New Vegas Ultimate Edition.
