I don't have the base game (yet), so for now I bought for $0.00 USD "El Emporio Negro" and "Pack de Doblaje en Inglés". The Origin site doesn't let me change the language into English, so in case I will get the game in Spanish from Origin in the future, at least I have now the English Pack.
I wasn't interested in the multiplayer packs, so I didn't get those. But they can also be bought for free.

Yeah, the same was true for DA2's DLC as well.
From my limited experience in downloading from non-US Origin sites, there's a good chance that all the packs are in English, not Spanish. In any case, I'm sure someone with the base game can confirm if they are or not easily.
