Sometimes it's cheaper for me to buy a hard copy in Oz rather than on Steam. This was the case with ARMA 3.

Movies, books, hardware etc. In the end it's just greed. All the old excuses people have given can no longer be applied in the digital age.

Ae you sure it was a pricing error and not just a heavy discount?
I mean with WatchDogs the price for complete was cheaper than the single game,
but it was not the case here.
Anyways, I got an extra copy and there is no indication of region locking on my gift

The price error exist only in Australia, but the game purchased in that country can be activated worldwide. Of course you need to find an Australian who can buy the game for you.
EDIT: Seems like cross region trading is disabled, any one can confirm this please?
