Giving a game in a Giveaway

You can't give away a game that is already in your games library.

You just dun goofed up! You can only gift games that are in your inventory, not in your library.

You buy the game.

Or you ask such a question prior to creating the giveaway.

Well, in this case, you buy a new copy as a gift (which moves it into your Inventory, not Library), and then you send it from your Inventory. (It is impossible to gift games that are already in your Library.)

Why you didn't read FAQ?

Please note you cannot gift games from your Steam library. They are permanently attached to your account and not giftable.
