1) Everyone gets 5% of the points value of giveaways created, so everyone can, on average enter 1 in 20 of the giveaways.

2) Yes, of course, but if you do make giveaways then the contributor giveaways start to become available.

This guide will help a little to explain about winning on this site, as it lists various giveaway types.

Points will go up when someone makes a public giveaway (5% of the game price).
Yes, you can win without giving any single game, but keep in mind that you get higher chances of winning when you are to enter giveaways with a higher contributor level (you get this when you giveaway a game).

Welcome to the party, and you get 1 point for every 20 points worth of games on public giveaways, and you win by entering and by being lucky/smart
